Controller ABS Company Limited (Controller ABS) is the first wholly owned Ghanaian company established to securitize consumer loans issued to public sector employees. Controller ABS is a public company and will list bonds on the fixed income market of the Ghana Stock Exchange (GSE) to finance the purchase of the consumer loans.
The company was established on 11th July 2018 with the objective of providing liquidity to the financial sector while deepening the impact of Ghana’s capital market on the economy through securitization.
The company is sponsored and administered by Tallmast Company Limited, a financial services company based in Accra, Ghana. Controller ABS is pioneering a financial product that will enable risk transfer from high quality banking/financial institutions to a diversified set of well-capitalized investors on the Ghanaian capital market.
Randall Obeng-Sakyi (Director)
Randall is the Senior Partner and Co-Founder at Obeng-Sakyi & Sogbodjor (OSS). Prior to OSS, Randall was as a senior counsel with a leading law firm in Ghana and a lawyer with the Ministry of Defence, Ghana. He has advised several Ghana Club 100 and multi-national firms on their investment transactions in Ghana.
Mr. Randall Obeng-Sakyi has a LL. B from the University of Ghana and a B.L from the Ghana School of Law.
Otu Kwesi Hughes (Director)
Otu Hughes is the Board Chairman of Controller ABS Company Limited.
He is a Partner of Iroko Capital and Head of the Investment Banking and Financial Advisory Business. Prior to Iroko, he was Chief Operating Officer of Oceanic Capital Company Limited and Head of the Investment Banking Group where he was responsible for the Company’s start-up, day-to-day management, and strategic growth efforts.
Mr. Hughes worked for Deutsche Bank Alex Brown (BT Wolfensohn) in New York in the Mergers & Acquisitions Group and started his banking career with Lehman Brothers’ Natural Resources and Emerging Markets groups. Mr. Hughes holds a B.Sc. in Mathematics from Howard University (Honors Program) and an MBA from Harvard Business School
Tallmast is a non-bank finance institution whose core business is to securitize financial assets and offer them to the capital market. It was incorporated in October, 2018.
The company specializes in the ownership and administration of special purpose entities or vehicles (SPVs) in connection with securitization. The first company established to start the securitization program is Controller ABS Limited. Controller ABS specializes in the securitization of consumer loans issued to public sector employees.
